I had more or less the same experience.
I wasn't ill but had flu-like symptoms and therefore wasn't allowed to enter the test centre aka couldn't sit for the exam in the January/February test window. To get a refund a doctor's note was required. But, in The Netherlands where I live doctors do not provide these kinds of documents.
I explained how the rules are in The Netherlands but didn't get a response. I felt much too defeated to continue arguing with IMA about whether it's reasonable.
Thus, yes, I had to pay the full amount to register for the next test window.
Good luck trying to convince IMA to grant a refund.

I got sick and fell behind on my study schedule for part 1. Since I had the 2nd part I decided to reschedule and focus on part 2. After cancelling my prometic I called imanet and they asked me to write a letter and the response was to send a letter by my doctor detailing my condition and treatment on an official letter? Really do I have to disclose my personal health information just to reschedule my exam window or am I going to lose the $350 for the exam? It seems ludicrous to me that rescheduling is not an option.
Has this happened to anyone?
