There is some information out there. It would depend on tax debt, how long outstanding, what else was tried, what the individual in question, what is their history with IRS?
Generally they do not work. They offer solutions that a private individual with moderate skill could identify and take advantage of themselves i.e. payment plan, spousal/family issues, statute limitations, garnishment options, so on.
However most don't work out beyond the basic options above. IRS Tax debt is uncancellable, its not like private debt, you can't write it off during bankruptcy. So IRS can wait for a long time.
