I don't think there are restrictions regarding the date to pay the exam fee. However, the prometric test centers fill up very quickly and you may be at risk of not getting a seat available if you book your exam too late.
I took the exam mid of October 2021, I did the payment last week of September, I have 2 prometric centers here in Toronto and both of them were completely full, they did not appear as available in the prometric system. Only options still available were a prometric center 2.5 hrs drive from where I live or crossing the border and going to Buffalo NY. Of course I took the center 2hrs away but at least still in my province (anyway border with US was closed because of covid).
So there is no official restriction, as far as I know, regarding payment deadline, but you may not find prometric centers available if you wait too much.
Recall prometric administers dozen of exams for all kind of disciplines and certifications, not only IMA CMA so they get fully booked quickly.
